[Feature Request] adding systemLanguage <switch

Steps to reproduce:

open https://upload.wikimedia.org/wikipedia/commons/archive/c/cd/20190322214529%21Double-slit.svg in Inkscape
try to add a <switch as in the current version in https://commons.wikimedia.org/wiki/File:Double-slit.svg

It's only possible using xml-editor, but then there is IMHO no sence in using Inkscape any more. A texteditor might be better.

Inkscape Version and Operating System:

Inkscape Version: 0.92 and 1.0beta1 (ae0d123, 2019-09-24)
Operating System version: Windows and Ubuntu
