Wacom Intuos Pro tablet not showing up in one windows profile on same Windows 10 pc

I have this working on one Windows 10 profile but not another. Neither are admin accounts.

To test I deleted preferences.xml from each profile (get location from preferences - system)

Then in inkscape 0.92.4:

Preferences - input/output - input devices - tick both 'use pressure-sensitive tablet' and 'switch tool based on tablet device' Restart inkscape

Open Edit - input devices (need to set each devices mode to screen) and save to update preferences.xml

On one windows profile I have three WACOM devices but on the other profile I have just 'Core Pointer'

In both cases I always started Inkscape using the wacom pen (otherwise it doesn't register the WACOM devices)

Could this be an issue with windows pen and ink settings? but they appear to be set to default settings in each windows profile

WACOM devices should show in Inkscape irrespective of which windows profile is used
