put Handle Size setting in more logical place, please

Steps to reproduce:

open Inkscape
notice that you wish the nodes or other handles were larger or smaller
try to find the setting for Handle Size in Inkscape Preferences
I'm not telling you where it is, because I want you to have the same experience :-)

What happened?

It takes me 10 minutes to search around for it, because it's not where I would expect.

What should have happened?

I think it should be in Inkscape Preferences > Interface > Handle Size

Inkscape Version and Operating System:

Inkscape Version: 0.92.4
Operating System: Windows
Operating System version: 7
It's probably the same for every package, every system.
