Bug: <svg> element should be treated as a <g> when ungrouping & feature request: there should be an option to group elements with <svg>

The bug part is: when you try to ungroup an <svg> that contains children by any means (Ctrl + U or with the Object -> Ungroup menu option), it doesn't work. See #1077 and #1078 for related issues of Inkscape not recognizing <svg> as a container element. The feature part is: it would be useful to be able to choose between <svg> and <g> when a group is formed by any means (Ctrl + G for example), possibly in a drop down menu somewhere in one of the toolbars. Some other container elements may also go as drop down menu choices.
