Scale the stroke width by the same proportion is not working properly

#### Steps to reproduce:

- open Inkscape
- drow a circle and duplicate it without moving the first one. Try to check and uncheck `"Scale the stroke width by the same proportion"` and hold control + shift to resize the second the duplicated circle from any angle.
#### What happened?
When the checkbox is unchecked, the stroke changes the width proportionally, which shouldn't happen.
#### What should have happened?
The circle shall retain its width and shouldn't be changed while resizing the circle.
