Locked status makes clones uneditable too

If you make a clone of an object (or group) and then lock the original group, the clone can now not be selected.
This gets a bit more odd if you clone a group, don't lock the group, but lock one of the children. It makes the clone editable when your mouse is over an unlocked item in the original group but not if it's over a locked item.

- open Inkscape
- make a document as above
#### What happened?
Clone can't be edited
#### What should have happened?
Clones shouldn't be locked if they themselves are not locked.
