AFAIK:
Arabic has 2 different sets of numerals: Western (modern latin numbers) and Eastern. Persian has Farsi. India has 10s of sets of numerals. Chinese has one for common use and one for business.
The request is to add numeral system switching support to the Features tab of the Text and Font dialog.
