Inkscape window unmaximizes when a tooltip appears on Windows 11

When Inkscape’s window is maximized, the appearance of a tooltip causes the window to exit the maximized state. This issue occurs on Windows 11.
#### Steps to reproduce:
<!--Describe what you did (step-by-step) so we can reproduce:-->
- open Inkscape
- use the windows manager's button to maximize Inkscape window.
- place the cursor over an element that display a tool-tip and wait till the tool-tip appears
#### What happened?
The windows changes its size and exits the maximized state.
#### What should have happened?
The window size should have remained unchanged while the tool-tip appears.
