Allow to show one-time page with greeting for third-party extension after installation. A dedicated section should be added to `.inx` in order to trigger the greeting. I think it's reasonable to allow markdown/rst/restricted html. While this feature request does not directly affect this repo code (except `.rng` scheme) I think it should be first discussed here.
