Rotating the canvas shouldn't rotate the selection rectangle

Summary:

One use case for the canvas rotation, which is stymied by the current implementation, is getting a diagonal line of objects or nodes to line up vertically or horizontally so they can be easily selected by the selection rectangle. Since the selection rectangle is aligned with the canvas, rather than with the viewport, this doesn't work.

Steps to reproduce:

open Inkscape
Rotate canvas
Try to select stuff
