Corners LPE handles to not show up

Summary:

"Corners" LPE handles are not presented upon applying the effect.

Steps to reproduce:

• open Inkscape
• draw a rectangle
• open "Objects Attributes" dialog
• click on a "Make corners independent" button at the bottom

What happened?

Corners effect is added, but handles do not show up, so nothing can be edited.

What should have happened?

Handles should be presented.
