fontcollections not being drawn from shared default resources folder

Summary:

With a shared default resources folder setup with a fontcollections subfolder, the files within are not drawn into inkscape. The only files used are those within the appdata\roaming\inkscape\fontcollections

Steps to reproduce:

move fontcollection txt files from appdata to shared resources folder
open Inkscape
open text and font and/or font collections manager

fontcollections in shared folder do not appear.
