Export > Plot extension grayed out (Inkscape 1.3)

Summary:

Upon installing Inkscape 1.3, the Extensions > Export > Plot... menu item is grayed out.

(I also notice that Extensions > Text > Formula (pdflatex)... is grayed out; I am not sure if this is related.)

Observed on both macOS (Apple silicon), Windows (64-bit MSI installer), and Linux (PPA), using downloads (and PPA instructions) from https://inkscape.org/release/inkscape-1.3/

I have seen anecdotal reports from two other people of the same issue (e.g. https://inkscape.org/forums/cutplot/vinyl-plotter-with-inkscape-13/), but do not have version information for those.
