After selecting layer, layer moves when object is dragged,

Summary:

After selecting a layer in the Objects dialog, dragging an unlocked object in that layer moves the entire layer.

Steps to reproduce:

• open the attached svg file.
• Select, lock and hide Layer 1 in the Objects dialog
• Select, unlock and un-hide Layer 2
• Attempt to drag the green object in layer 2

What happened?

The entire layer is dragged, not just the green star object.

What should have happened?

Only the unlocked green object in the layer should move, not the entire layer. A layer should not move, unless converted to a group.
