PDF layers import shows broken layer names, with certain files

Summary:

With certain PDF files (attached) layers import fails and the names of layers show random symbols.

I know for a fact that PDF was created in Scribus, using from an SVG made in Inkscape, with layers created there and then exported to be PDF layers. That may be significant as other files I have don't import like that.

Steps to reproduce:

  • open the attached PDF in Inkscape
  • observe the names of the layers list

What happened?

Layers names are unintelligible.

What should have happened?

The layer names should be readable. Also for this file the first two layers are invisible by default, Inkscape doesn't catch that.
