Unable to rearrange pages in multi page document when exporting to PDF

Summary:

There's currently no easy way to rearrange pages in a multipage document. The only viable solution is to go through the XML editor and manually adjust the .inkscape:page:id of each page to page# corresponding to the new ordering.

Steps to reproduce:

• Open multipage document
• Move pages around ...
• Export document to PDF

What happened?

Pages got exported ignoring visual ordering.

What should have happened?

The page numbers should be exposed to GUI in a similar way to labels allowing for adjustment of page order. Or visual ordering of the pages inside a document should be accounted for during PDF export.
