emf drawing export from cli produces a full page

Summary:

When exporting to EMF type file by using the command line interface it always uses the full page size

inkscape --export-type=emf --export-area-drawing drawing.svg

What happened?

the full canvas is exported

What should have happened?

to limit the size of the exported file only to the minimum area used by the drawing
