use xdg-desktop-portal for native file chooser

Steps to reproduce:

"Save as"- or "Open"-dialogue...

What happened?

GTK file chooser dialogue opens! :-(

I'm not a Gnome user. I don't care about the Gnome-workflow.

GTK file chooser is a nearly unusable since GTK2. Many common functions of today's file dialogue are missing. The GTK file chooser is really a pain! It's really a shame Inkscape is using this underdeveloped chooser by default!

What should have happened?

In Firefox, xdg-desktop-portal is working fine since a while now. It works around GTK file chooser. A very welcoming solution? Really well done Mozilla!
