Include Help files within every inkscape

Steps to reproduce:

• open Inkscape
• Help, keys and mouse reference
• 

What happened?

External link is opened at https://inkscape.org/doc/keys-1.2.x.html ...

What should have happened?

If the inkscape is a portable one it should include the files on the each installation instead of external links. We may not have internet connection at all times and having this shortcut keys and etc at times of need will be very helpful ...
