Drag and drop svg files to project doesn't work

Summary:

Whe I drag and drop svg files from Downloads folder (in my case downloads folder called "İndirilenler" which has capital İ) an alertbox titled "SVG input" comes up. I selected "Include svg image as editable object in current file". DPI 90 Rendering mode auto. Then it fails "Failed to load requested file /home/deccoyi/İndirilenler/xxx.svg

Steps to reproduce:

• I downloaded Bootstrap icon svgs from bootstrap website.
• open Inkscape
• Drag and drop from İndirlenler (Downloads) folder.
• Select "Include svg image as editable object in current file" from SVG input prompt.
• fails : "Failed to load requested file /home/deccoyi/İndirilenler/xxx.svg

What should have happened?

It shoud've imported it. But I can import the file by clickin g File>Import and selecting the file from same folder.
