Welcome dialog fails to show up next time when it has been closed by the x button in its top right corner

Summary:

For some reason, the welcome dialog option seems to disable itself after the x button to close it has been clicked.

Also when enabled, it's not certain the dialog will show up.

Steps to reproduce:

• open Inkscape
• click x on the welcome dialog
• close Inkscape
• open Inkscape

What happened?

• the first time with new preferences, the welcome dialog shows up
• after I once click on the x button to close it, the dialog never shows up again
• the option is now disabled in the preferences

What should have happened?

The Welcome dialog should show up every time as long as I don't disable it.

In my custom build, it doesn't even show up while the option is enabled.
