Preferences not opening

Summary:

No access to Inkscape Preferences menu

Steps to reproduce:

• open Inkscape
• Click on Inkscape, Preferences

What happened?

Nothing happens

What should have happened?

I was expecting a box where I could click on behaviour, Steps to set my preferences for Insets/outsets
