Ruler (and other UI elements) toggle will moves canvas view

Summary:

When toggling the ruler on/off, Inkscape moves the canvas view by the the amount of the ruler thickness.ruler_jumping

Steps to reproduce:

• open Inkscape
• add any visible object to the canvas
• toggle the ruler on/off (ctrl+R)

What happened?

• the object jumps back/forth on screen (but not in document)

What should have happened?

• the ruler should gracefully appear over the rendered document and disappear without any perceived movement on screen like this:
