Fit to selection displaces page if y-axis pointing up

Steps to reproduce:

• open Inkscape
• open preferences dialog, go to the interface tab, and uncheck Origin at upper left with y-axis pointing down. Restart (or just close the current document)
• draw a star
• Resize page to selection (don't use the one in the Pages toolbar. The shortcut, Document Properties or Edit menu all trigger the bug)

What happened?

• first page is displaced

What should have happened?

• page fits to selection

• After inkscape!4247 (merged), there may be different but still buggy behavior if there are multiple pages and you resize the first page (page splits into two)
