Please reconsider duplication of action info

Summary:

I've been translating near identical strings for actions. This is because in the commands bar, there is a) a description string for each action and b) a tooltip string for each action

I have no idea why these are not the same, it seems like a duplication of work.

Steps to reproduce:

• open Inkscape
• press ?
• type 'align obj'
• check preview string
• select corresponding action
• hover over input field
• see another string as a tooltip

What happened?

Both strings are different.

What should have happened?

Both strings can be the same. This saves translators work, and reduces duplicate info. Also makes it clear where to put concise instructions.
