Measure tool labels are ordered wrong when Y-axis is inverted

Summary:

Measure tool labels order has been reversed when Y-axis is inverted

Steps to reproduce:

• open Inkscape
• Invert Y-axis if not already (Preferences -> Interface -> uncheck 'origin at upper left with y-axis pointing down')
• Draw a circle/rectangle
• Select the measure tool or press M
• Hover over the object

What happened?

Label order has been reversed

What should have happened?

Label order should be same as when Y-axis is not inverted
