Scaling with tablet pen ignores modifiers

Steps to reproduce:

• open Inkscape
• take your Wacom or windows ink pen
• take circle tool
• hold ctrl to make perfect circle

What happened?

• ctrl is ignored. you made an oval

What should have happened?

• perfect circle
