1.2-dev: Toolbar icon size changes when view is changed/lock icon is pressed

Summary:

Reported by Rockbard in rocketchat (https://chat.inkscape.org/channel/inkscape_user?msg=PFruAK9anuNz7pPtW) (sorry it took a long time, couldn't figure what triggered the change in commands bar icon size 😅 )

Clicking on the lock icon in Tool Controls bar changes the size of the lock icon. Changing the view of the Commands bar (default <-> wide) also triggers this over the entire toolbar. (regression from 1.1.1)

Steps to reproduce:

• open Inkscape
• Draw a rectangle
• Select it and lock aspect ratio
• Change view from Default to wide

What happened?

• Icon size changes

What should have happened?

• Icon size should remain constant
