Inkscape removes small transforms from certain path preventing scaling

Certain paths are untransformable: any attempts to make small transforms are reverted. It tends to occur with large paths. Steps to replicate on attached file (snapping is disabled):

1. Apply a small amount of horizontal scaling (90%)
2. The transform is immediately removed.

This also occurs if a transform is applied by an extension—Inkscape immediately removes the transform once it reopens the SVG. Often the issue can be solved by moving the path to another location or grouping it.
