Simplify LPE Angle measurement direction is uncertain while using Smooth Angles

Summary:

While using Smooth Angles feature of Simplify LPE the direction (clockwise or counter-clockwise) of the angle measurement done by the algorithm is not certain. Sometimes the angle is considered as x but sometimes it is considered as (360-x).

Steps to reproduce:

• Create a rectangle
• Convert the object to a path
• Apply Simplify LPE with default values (The LPE will not have a visual effect at this point)
• Change the Smooth Angles field to 90, the upper right and lower right corners are smoothened.
• Change the Smooth Angles field to 270, the lower left corner is smoothened.

It was replicated by @nathanal in another issue. The related issue is inkscape#2614.

What happened?

While two of the corners were considered having handles with 90 degrees, one of them was considered having handles with 270 degrees.

What should have happened?

All the corners should behave consistently.
