Alt+[ and Alt+] for text rotation don't work (Windows)

Summary:

While in text edit mode, user is unable rotate selected character. It can be done by manual input value in rotation field, it can be rotated 90 degrees using Ctrl + [ or Ctrl + ] combination, but not by Alt+[ or Alt+] shortcut.

Steps to reproduce:

• open Inkscape
• choose text tool
• input some word (f.e. "test")
• use mouse or keyboard to select one or more letters
• press Alt + [ or Alt + ] shortcut

What happened?

Inkscape inserts "[" or "]" character

What should have happened?

Character should be rotated a bit left or right
