Garbled characters when exporting png with Japanese file name.

Steps to reproduce:

open Inkscape
Draw some kind of figure.
Export the file as an png file with the file name in Japanese.

What happened?

The file name was garbled.

What should have happened?

Even Japanese file names are exported correctly.
