Page shadow can't be used if Startup canvas options used

Summary:

Despite ticking the "Show page shadow" box in Document properties, no page shadow appears.

Steps to reproduce:

• open Inkscape
• Change the Canvas option (you can change it from Default to something else and back again)
• Save, Thanks, New Document
• Go to Document properties
• Toggle Show page shadow

What happened?

No page shadow appears.

What should have happened?

A page shadow should appear.
