layers dock layout inefficient
The "Blend mode" and "Blur" controls take up too much space in the "Layers" dock.
Steps to reproduce:
Select a layout where the "Layers" and "Fill and Stroke" docks are on the right side. You'll easily run out of lines there.
The "Blend Mode", "Blur" and "Opacity" controls are huge and occupy too much vertical space.
What should have happened?
They should be smaller and moved to empty space in other lines if available (see screenshot). As the "Blend Mode" and "Blur" controls are rarely needed, I'd even suggest to hide them altogether by default and just add a small button (like the up-arrow in the MS Windows system tray, or the "advanced options" checkbox in the JPG export dialog in Gimp) that toggles the display of these controls.
