Hotkeys are reset to default on startup

Summary:

Some (not all) keyboard shortcuts are reset to defaults when starting.

Steps to reproduce:

• open Inkscape
• change the hotkeys for Pen, Group, etc
• exit Inkscape and start it again

What happened?

The Pen, Group, and some (but not all) other hotkeys are reverted to the defaults.

What should have happened?

Should retain settings.

Version Info:

- Inkscape Version: Inkscape 1.2-dev (e74a5072e3, 2021-05-11) (first noticed a few days ago with daily git builds)
- Operating System: Artix x64
- Operating System version: N/A
