Cannot resize the Layers dialog

Steps to reproduce:

• open Inkscape
• Choose menu Layers - Layers...
• try to resize the Layers... dialog.

What happened?

It does not resize it.

What should have happened?

It should have resized it.

Inkscape Version and Operating System:

• Inkscape Version: 0.92
• Operating System: Ubuntu
• Operating System version: 18.04
