Keyboard Modifiers don't appear to reset till restart

Steps to reproduce:

• open Inkscape
• open Preferences dialog
• Go to Interface > Keyboard > Modifiers tab
• make some changes
• restart Inkscape
• click the Reset button

What happened?

• Although the table regenerates (a visual cue something has happened), your changes are still visible.
• The shortcuts tab shortcuts are reset though, and the modifiers are actually gone if you restart Inkscape

What should have happened?

• changes are removed by the Reset button
