Add Link to inkscape.exe to root of windows builds

Summary:

It would be nice for testers of builds to remove one step when they want to run inkscape/

currently, they have to unpack build and then navigate to folder/ bin/inkscape.exe

it would be nice if we could add a Link to bin/inkscape.exe so they can run Inkscape from the root

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
