Inkscape not rendering the last path command before the first error

Summary:

Inkscape incorrectly opens some looped paths like in the file below.

Steps to reproduce:

• download file (Signal messenger logo) from Creative Commons or from attachment below
• open Inkscape
• open this file

What happened?

Inkscape displays the inner bubble cut-off:
