Command line stdout output is lost on Windows

Summary:

Nothing happens when running Inkscape 1.0.2 as a command line in Windows 10 as follows:

inkscape.exe -V

The workaround is to omit ".exe".

Steps to reproduce:

• open a command line window in Windows 10
• Type "C:\Program Files\Inkscape\bin\inkscape.exe" -V
