Zoom with scroll wheel without CTRL ("Mouse wheel zooms by default" missing)

This is a usability feature request, although it might also be a depreciation report.

In previous versions, including 1.1-dev (05168dc, 2020-06-16), the feature "Mouse wheel zooms by default" exists. Useful for rapid movement across the canvas and quick previewing at different resolutions without having to hold down CTRL. Now it's gone.

Summary:

I had "Mouse wheel zooms by default" enabled in 1.1-dev (05168dc, 2020-06-16).

I got the latest 1.1-alpha (bb1f551, 2021-01-30) and started it. scroll wheel doesn't zoom in/out any more.

Steps to reproduce:

Get 1.1-alpha (bb1f551, 2021-01-30).

Go to Preferences (Edit > Preferences), then go to Behaviour > Scrolling,

What happened?

"Mouse wheel zooms by default" is not an option

What should have happened?

"Mouse wheel zooms by default" is an option

If old settings contained "Mouse wheel zooms by default" active, it should be kept active too
