Last used file format not set in "Save As" dialog

When saving a file, Inkscape should store the file type used to save the file. Next time the user opens the "Save As" dialog it should set the file type to the last used file type.

Steps to reproduce:

  1. Create drawing in Inkscape
  2. Go to "File" > "Save As" and save the drawing in format "HTML 5 canvas (*.html)"
  3. Go to "File" > "Save As" again - "Save as type" field is set to "Inkscape SVG (*.svg)"

What should have happened?

  1. Create drawing in Inkscape
  2. Go to "File" > "Save As" and save the drawing in format "HTML 5 canvas (*.html)"
  3. Go to "File" > "Save As" again - "Save as type" field should be set to "HTML 5 canvas (*.html)"

Additional info: This setting seems to be stored in preferences under the key "/dialog/save_as/default" but changing this setting manually in the "%APPDATA%/inkscape/preferences.xml" doesn't seem to have an effect.
