ALT shortcuts may not work in certain localizations

Summary:

This bug probably just concerns the German or other localized versions of Inkscape. When using shortcuts that contain the ALT key and letters that also exist in words from the menu bar, the menu bar is opened and the desired action is not executed.

Example: Cloning an object (ALT + D). If you press ALT + D this should clone an object. But in the German version of inkscape, hitting ALT + D opens the "Datei" sub menu from the menu bar.

Steps to reproduce:

• open Inkscape in the German language localized version
• create an object
• try to clone the object using the predefined shortcut ALT + D
• the sub menu "Datei" opens

What happened?

Instead of the desired shortcut action the menu bar opens when hitting ALT + D

What should have happened?

The object should have been cloned.
