Scale/Rotation handles missing

Summary:

Using recent trunk release builds object scale/rotation handles are missing completely.

Steps to reproduce:

• open Inkscape
• draw a path, shape, or add text
• Use the select tool to choose the object

What happened?

Expecting to see diamond control handles at the corners of the bounding box but none appear. Pressing where they're expected to be shows the expected behaviour (scale if dragging) but this is only possible when zooming in very tight to the corner of the bounding box. The bounding rectangle dotted line is displayed.

What should have happened?

Control handles should be displayed
