Turn off mouse scroll wheel changes numeric up-down input box values by default

Summary:

I assume people won't want the feature to go away, but it may cause more problems that it solves. Multiple people have had issues with Blur appearing on graphics unrequested (see list of URLs at #4196 (moved)), and I recently had a problem with the export size being mangled. All this is because I just want to scroll through a panel. I don't mean to be controversial, I just honestly think it is causing random glitches and probably causing the users and developers issues that are difficult to identify due to random accidental changing of numeric fields. I suggest this feature be turned off by default, or that somehow the values are not changed if the last panel scroll event were less than 1 second prior.

Steps to reproduce:

• open Inkscape
• Scroll through the export panel
• while scrolling, encounter a numeric value by accident
