Update Windows compile wiki

I'm not sure this belongs here, if it doesn't would someone direct me to where it does?

Steps to reproduce:

• run pacman -Syuu

... once I resolved that

• close and reopen Msys64

What happened?

• get error error: failed to update mingw32

....

• closes immediately/doesn't reopen

What should have happened?

no error

... reopen

Inkscape Version and Operating System:

• Inkscape Version: ...
• Operating System: Windows 10
• Operating System version: 64 bit

I'd like to update the wiki with resources and steps I used to debug/get past these errors, but I don't have permissions. (I believe I've tried to contribute as a developer previously, and the error was off putting) Could I get permission or could someone update the wiki with steps:

• for the first issue follow instructions on: https://www.msys2.org/news/#2020-06-29-new-packagers
• if msys doesn't reopen after closing, reboot
