Zoom factor is incorrect in 1.1

Summary:

The zoom factor is giving incorrect results.

Steps to reproduce:

• open Inkscape on a HiDPI screen
• Open preferences and search for zoom
• Change the zoom slider until it 1cm on the screen is equal to 1cm in real life
• Close and press the '1' key to get 1:1 ration
• Measure the ruler and the canvas

What happened?

The size on the screen was 70% of what it should have been. Measuring 145 real world mm as 210mm (A4 paper)

What should have happened?

The screen should reflect the zoom option.

Version Info:

- Inkscape Version: Current trunk
- Operating System: Ubuntu
- Operating System version: 20.04

NOT replicated with 1.0.1 on the same computer.
