Dvorak keyboard shortcuts not respected

Summary:
With system keyboard layout set to Dvorak, Inkscape still uses QWERTY-mapped key shortcuts.
Steps to Replicate:
- install the Dvorak layout of your choice
- switch to Dvorak layout
- launch Gedit, test/verify Dvorak is activated and that keyboard shortcuts respect the layout
- launch Inkscape
- add some text (text should respect the Dvorak layout)
- select text and Cut/Copy using the keyboard shortcuts
What happened?
Dvorak layout is no longer respected; Inkscape reverts to QWERTY for mnemonic shortcuts.

I have my keymap set to dvorak in Ubuntu, but inkscape (and only inkscape) still uses qwerty-mapped key shortcuts (ie. C-c, C-v work with the qwerty positions). Other applications such as gedit honor the dvorak keymap for their keyboard shortcuts.
Writing into text boxes inside Inkscape honors dvorak -- it's just the keyboard shortcuts that insist on qwerty.
