Save as file type not remembered with Windows native save dialog

Steps to reproduce:

• Open Inkscape
• save as pdf (or other non-svg)
• close document
• save as

What happened?

• file type is not remembered

What should have happened?

• should be remembered. It is on Linux or with the GTK save dialog
  • Workaround is to switch to GTK save dialog, option in Preferences Dialog > Interface > Windows > Desktop integration
