Mouse wheel of scrolling of side panel accidentally changes slider values

Summary:

When scrolling on a dialog, or the dialog pane (right pane), if you hover a bar, you will change the values of that bar. (Opacity and Blur Bars for Layers and Fill and Stroke dialog are good examples)

This downgrades the workflow a lot for someone who has several dialogs open.

What should have happened?

You should scroll wherever you want, quickly and without preoccupation with what you can change accidentally.

Propposal

Inkscape can have the same mechanic as Blender or GIMP. You need to click over the entry to change it. You can hold it then mouse right or left to change it's value positively (+) or negatively (-). Also, you can right-click the entry to write the exact value.
